How to choose a healthcare staffing provider in Italy

If you operate or invest in a clinic, hospital or care home in Italy, the staffing partner you choose will decide whether shifts are covered, whether licences are real, and whether a night absence becomes an incident. This guide is written for foreign operators who must judge Italian suppliers without assuming they already know CCNL, professional registers or the difference between a cooperative and an SRL. Healthcare staffing in Italy is not a temp desk that sends whoever is free. Nurses must hold a degree and membership of the professional register (OPI). OSS hold a regional qualification. Questions that separate a partner from a broker
Ask how fast they can cover an unexpected absence in your city, who employs the worker, and what happens if a credential check fails after go-live. Ask whether they are a cooperative or an SRL: governance, decision speed and who is contractually responsible are not the same. Which documents should we request before the first shift?
Ask for professional titles, OPI or equivalent register membership, identity documents, and evidence of mandatory training. A reliable supplier shares them under confidentiality and accepts that the facility may audit samples. If the pack arrives incomplete, do not start.
Is a lower hourly rate a good sign?
Rarely. Italian healthcare labour is priced by CCNL, contributions and night differentials. A quote that undercuts that structure usually compresses hours, skips replacements or misclassifies the worker. Compare what is included — credentials, substitutions, coordinator — not the headline rate.
Do we need an Italian subsidiary to buy staffing?
No. Foreign operators can contract an Italian SRL for an appalto di servizi without forming a company. The supplier remains the employer. Incorporation is a separate legal and tax choice; it is not a prerequisite for covering shifts.
